Stephen brings more than 25 years of experience across engineering, construction, and real estate development, giving him a unique perspective on what it takes to move a project from initial concept through planning, design, financing, construction, and operation. As Chief Business Development Officer at VIP, he works closely with Owners to understand their goals, navigate complex early decisions, and connect them with the right expertise and resources to move their projects forward.

Throughout his career, Stephen has experienced projects from multiple sides of the table including engineer, builder, developer, and Owner. His previous leadership roles include Partner, Development & Innovation at Windmill Development Group and Chief Operating Officer and Vice President of Development at ReArch Company. At Windmill, he led complex residential and commercial developments through planning, approvals, integrated design, and construction. At ReArch, he helped triple the size of the company while leading development initiatives, strengthening client relationships, and providing strategic direction across the business.

That breadth of experience gives Stephen a firsthand understanding of the financial, operational, design, and construction decisions that shape a project long before construction begins. He brings those perspectives together to help Owners anticipate challenges early and move forward with confidence.
